Looking for pro bono consultation on probate matter

Legal Services has been in contact with an heir to an already opened probate matter in Saginaw. The heir is not the PR. The PR has done all things required - filed inventory, paid fee and noticed creditors. The PR is failing to complete administration, which includes selling real estate and distributing proceeds.
